The events in the movie and I mean all of them were no coincidence. I mean it was no coincidence that Denahi hunted Kenai since that is what Kenai did to the bear. It was also no coincidence that Kenai met Koda since Kenai killed Koda's mom and he was all alone.

Or it could be coincidence. I don't think it's ever proven that the events were coincidence or not; all we know for sure is that Kenai had to go to the mountain to change back to human, and there is no evidence to suggest Sitka planned every single detail. The only time that can be used as evidence of planning is when he leads Denahi to Kenai, but evidence of this is only seen one time.
Sitka could not have predicted Denahi's decision to hunt the bear (which Kenai had turned into), Denahi could have easily chosen not to and return to the village with the bad news. Sitka could not have predicted Kenai meeting up with Koda. It was pure chance that Kenai found Koda when he did. Had he gone in a different direction, they likely never would have met.

I think Night Bear pretty much summed it up. Sitka was upset Kenai killed the bear, so to teach him a lesson he turned him into a bear.
He probably had no idea Denahi was going after him and that Kenai was going to meet the cub of the bear he killed. Sitka saw it all falling into pieces and probably thought "Hey, this'll work in my favor. Let me follow them as an eagle and see how it goes."
It was all coincidence really, and it went in Sitka's favor and helped him lessen the paperwork (In a matter of speaking) needed to teach Kenai to see things through another eyes.
